I can find no entry for Amber food stores in Brighton or Hove at the VOSA/DOT website who issue licences for "operating premises" licences.

Many thanks. An updated case file is being prepared to reflect things seen by my officers at the weekend. However, as with previous attempts to deal with this site, I cannot predict the reaction from our litigation team (or indeed a Magistrates’ Court).
